You are purchasing one USA made reproduction tool box spacer kit for the kidney shaped tool box used 1940-1957 on civilian big twin models from 1940-1957.  This includes big twin flathead UL models as well as Knucklehead and Panhead models  Not used on 45" models.  This secures the box to your rear fender valance.  We sell one specific to big twin military models on another listing.
